Can't install import/export function for contacts

Using Windows 2000 and Office/Outlook 2000 Premium. I get the following message: "Microsoft Outlook cannot start the Import/Export engine. Microsoft OUtlook cannot install the necessary files due to Windows installer error 1603. Fatal error during instalation." This is even though I've logged on as the administrator.

I've tried reinstalling Outlook, but still have the same problem. I don't have this problem with my machine that uses Outlook 2000 Professional - is the Premium the problem? I've posted this question several times over the past week and haven't gotten any replies. Please help!! Thanks!
