Can't Install MS Access 2003 Upgrade

I purchased an Access 2003 Upgrade. I have a Dell
installed version of MS Office 2003 Small Business
Edition installed on the computer. When I try to install
the upgrade using the setup utility I get an Error 1608:
Setup could not locate a previous version of Office. Am I
not eligible with the 2003 version?

I get exactly the same error trying to install Access
2003 Upgrade on Office XP SBE, which IS a qualifying
product.

Any advice please anyone?
