Can't install O2K SR-1a Update

After a hard disk problem I reinstalled Office 2000
Premium. I now want to install the updates. When I try
to run o2ksr1a.exe to download and install SR-1a it
reports that the Office 2000 SR-1 Core Update could not be
downloaded. Without SR-1a installed I can't update to
Service Pack 2 or 3. What is going on? (I have Windows
Installer 2.0)
