can't install office 2003 for "all users"

I recently had to disconnect a pc from one domain and connect it to another.
I then removed the office 2003 installation (because it had been installed
from CD) and reinstalled it from our AIP (admin install point) on the
network. The problem is, that it keeps installing for the current user only,
instead of installing for all users. Even when I install it with a transform
file that confirms allusers=2, it still installs to current user only. I've
installed it with logging, and the log file suggests it is has found
something to update from, so it is installing in current user, and then says
it is deleting the allusers=2 property. I've tried using offcln.exe and ork
to remove anything "office" related, but still no luck. Normally I wouldn't
waste any time on this and just reimage it from our RIS, but this is a 3rd
party pc on the network, so I can't just clear it down and start again.

In my case, as soon as it has finished installing, the shortcuts are only in
the current user, and the installation logs show that it was only installed
for the current user.

"msiexec.exe Application Error "The instruction at "0x00f33fe8"
referenced memory at "0x00f33fe8". The memory could not be "written"."
