Can't install Office Std 2003 with Widnows Vista HP b/c product k

I am trying to install Microsoft Office Standard Edition 2003.
After entering the product key, I get an error message saying:
"Product Compliance check CD Key"
"The product key you enterred requires a version of Microsoft Office 2007,
2000 or XP to upgrade." Insert CD ...

I do not have Microsoft Office 2007, 2000, XP.
Please, tell me what to do.

Works is a valid upgrade. You can find some inexpensive copies of Works on the
Internet. You don't have to install Works, just insert the CD.
