cant install office update engine

i have XP SP2 with office 2003. ie6 sp2.

office.microsoft.com is a trusted site. I do not have Norton AV installed
on my computer.

I can't use the office update site because i am unable to install the
activex control.

how to fix?

If you have WINDOWS XP and are using IEXPLORE.EXE, then if it is because of
a security issue, you can double-click the "Trusted sites" icon at the bottom
right-hand corner, and click "Custom Level" (ALT+C). Then, go down to
"Download signed ActiveX controls" and click "Enable". Also, go to "Run
ActiveX controls and plug-ins" and click "Enable". However, it could be
because of a software issue, in which case I cannot help.
