Can't install Project Server 2003

Like other people posting in this forum I seem to be having trouble
with a re-installation of Project Server. I have completely rebuilt
the server with Windows 2003 Standard, SQL Server 2003 SP3a and
Sharepoint Portal 2003. All of these seem to be working successfully.

When trying to install the Project Server software I believe I have
followed all of the instructions to the letter about creating users,
etc, and have even tried creating the database by hand following the
SETUPDB.CMD instructions. I just keep getting to the same point - some
way after ComPlus installation where it rolls the installation back.

The event viewer says that error 11708 occurred.

Does anyone have any resolution to this issue? It seems that others
have had the problem, but there doesn't seem to be a resolution.

Where should I check - is this a SQLServer issue or something to do with the
IIS server?

Is there a straightforward procedure for installing this? I seem to be
tripping up at the SQL Server stage?

Alan:

The "straight forward" approach is amply outlined in the Installation guide.
I wonder why you're creating the database manually, as this, alone, is
veering fairly far from the "straight forward" path. Without knowing what
you're doing, which apparently is a non-standard approach, it's quite
difficult to say what's going wrong.

Did you ever find a solution to this problem? I am having the same exact
problem, and just can't seem to find the root cause.

Mee-too posts rarely are, as they state, "the same problem." Typically
you've got similar symptoms. If you want an intelligent answer, you'll need
to take the time to post a complete problem statement.
