Can't install Windows98 Background

My computer crashed and I lost all software. I had all of my diskets t
reinstall Windows98 and Restortation disk etc. All was reinstall ok
except for my windows desktop (backgrounds). When I do install, i
tells me to install windows98 cd rom and proceed, but when I do this
get a prompt saying: (C:\Windows\System\Precopy). Why can't I instal
