Can't Level Enterprise Resources

If I add local resources to a project the Leveling feature works just fine,
however if I add an Enterprise Resource it will no longer level the
resources.

Does anyone have any idea as to why this happens and if there is a way to
enable the use of Enterprise Resources and still allow for leveling?
