Can't logon

I'm using FP98 for the first time. I'm using the wizard to create a web page
and it asks for a username and password with administrator permission. I
don't use a password to logon to Windows or use IE. I added a password to my
Windows logon but that isn't working. I am the administrator, but I tried the
Administrator account and password and that doesn't work either. Why can't I
build a webpage?

What OS did you install on?

Installing and using FP98 on WinXP is quirky, and not supported.

FP98 comes with (and requires) a Personal Web Server to properly function.
However, WinXP does not support the PWS.

You would need to do a custom install of FP98 electing to *not* install a
personal web server, and run disk based webs only.

Not many people have luck with this.
