can't make lower case letters

Occasionally even thought the CAPS LOCK key is not on, I am unable to type
in lower case. Usually it seems to be in only one paragraph/one place where
my cursor has been. If I move somewhere else it will work.

Anyone have any idea why this is?

Word2000 on networked PCs with file server (files are on server, no local
PC)

probably you are using style with all caps option. Try to select that
paragraph and switch style to normal.

Are you sure you are not trying to put a lower case at the beginning of a
paragraph? That will automatically change to Upper Case every time. It can
be changed by backspacing to delete it and then type it again.

Although you can stop this happening if you want.

If it's where you cursor has previously been them it is likely that there
will be some formatting that is residing in front of the paragraph marker at
that point and this will continue until you change it. Check by putting the
cursor in different parts of the document and seeing what happens to the
formatting buttons and the style.

You should be able to select the offending part of the doc and delete it,
even if it's only a paragraph marker.
