Can't Open certain pages from Sharepoint Central Administration

Hello everyone!

I am having an issue with security on the Windows SharePoint Services
Central Administration Page.

I log onto a server where I am granted local Administration Rights -
and I am unable to open the following 2 Links:

Under "Security Configuration" - I am unable to open the "Set
SharePoint Administration Group".

Also under "Server Configuration", I am unable to open the "Configure
Server for Central Administration" link.

The user is not an Admin for the Domain, just for the Server. Could
this be why I can open some links but not the ones stated above?

Please advise.
