Can't open file the 2nd time

Office XP
Users can open or create a file on the network shared
drive, but the next time they try to open the same file
they receive an error that the file is already in use and
can only be opened as read-only. The only work-around is
for the users to log off and log back on to the PC. This
is a new installation on brand new PCs.
