Can't open files in Access XP

When trying to open files with Access XP we get this error

"Microsoft Access Cannot open this file. This file is
located outside your intranet or on an untrusted site.
Microsoft Access will not open the file due to potential
security problems. To open the file, copy it to your
machine or an accessible network location."

The funny thing is it's on a network share and the person
has admin rights. They can also create a db file and save
it to the location but when they try to open it back up
they get this error. Access 2000 works fine. Any ideas???

I've got that error but my databases are run on a Citrix
Server. The error was caused (in my case) because the
user didn't have local admin rights to their local pc.
This probably doesn't help much, but you never know.
