Can't open Org Charts in Powerpoint

I have a user who has a full install of Office on their
Windows 2000 PC. The problem is, when they try to open an
org chart in powerpoint, it tells them that the chart
cannot be opened, then it asks them to try and repair the
feature. If I log in as administrator, and give that
person local admin rights, they can open the org charts in
powerpoint. Is there a way to let them open org charts
without giving them local admin rights? Any help on this
is appreciated.

The quick and dirty solution is to install it as a user instead as the
administrator.

If the user does not have administrator privleges, how can
it be installed. Right now, Powerpoint is installed, and
works properly as long as the user has administrative
rights. We have a policy here where most users do not have
administrator access. Please let me know how to resolve
this problem.
