Can't open Outlook

Every time I try to open Outlook, it says "The operation failed" and closes.
I tried to open the Mail icon in Control Panel, and it won;t open. What can I
do to get Outlook to work? Other people have used this computer before me, so
I'm not sure what may have been done before I got here.
