CAN'T OPEN PROGRAMS

Question

Hello,

For some reason I can not open up programs file without right clicking and
giving permission.

Other program I can not open up at all.
Message ( This file does not have a program associated with it for
performing this action. Create an association in the set assoiations control
panel.)
I have also tried to download a dvd for a new computer and got the same
message.

Any Help??
