Can't open pub97 files in pub2003

Running Publisher 2003 with sp3 on a Win2000 machine. Used to be able to open
files from Publisher 97 in the 2003 version, but some time ago lost that
ability. I have no Norton programs on this machine. Is there a hotfix for
this?
