Can't Open Read-Only database

I'm trying to open an mdb file with 2007 and 2003 but can't. I get an error
the database is read-only, even though the file attribute isn't. I suspect
it's an older version than I have. Am I stuck having to install an old
version or is there a workaround?

Do you know what version the original MDB file was created in? Access
2002(xp) etc...
