cant open saved documents in word 2002 or excel

I am having problems with a machine running windows xp
pro and Office XP Pro. There are three users assigned to
the machine. user 1 has admin privileges. Users 2 and 3
are limited accounts. User 1 is able to open all word and
excel files correctly. Users 2 & 3 both encounter the
same error message when attempting to open .doc files
"The file <filename> is not available" Changing users 2 &
3 to admin privileges has had no effect. Any suggestions
to correct this problem?
