"Can't open this item." Outlook message

I am assisting a customer running Office XP on Windows 2000. A message was
created with Outlook forms and sent out to all users. A particular users
computer will not open this item and gets the Outlook message "Can't open
this item" with no other details. This happens with all profiles on this
computer. I cleared the forms cache, reinstalled Office and I am still unable
to open this item. Any ideas why this particular computer cannot open this
item?
