Can't outdent or delete a subtask in Project Standard 2003

I am using Project Standard 2003. When I indent a task (make it a subtask),
I can no longer delete or outdent it even though the actions are still
available in the menu. I checked through options and couldn't find any
settings that seem to apply. This occured after a fresh installation of
Project and creating a new project file. Any ideas on cause and fix?
