Can't paste a .wmf file on the clipboard into Outlook

I have a vb6 app that copies a .wmf file onto the clipboard but I cannot paste it into Outlook. It can be pasted into other Office apps like Word. If I paste it into Word first then copy that object, it can be pasted into Outlook

How can I paste directly from the clipboard into Outlook? Any suggestions would be greatly appreciated
