Can't place callout near shape

what prevents a callout from being placed on a drawing, I don't see any
protection, but I can't place them 1 inch away from the shapes and 1/2 inch
off to the left: they jump to the top or bottom of the drawing

Are you getting a big red box that flashes? It may be that the callout is
tring to jump to some background shape that you have placed on the page.

If you have some big background shape, say a colored rectangle or something
similar, select it, then choose Format > Behavior. On the Placement tab,
select Do not layout and route around. This will tell Visio that the shape
is not for connecting-to and routing-around. This may stop your callout from
jumping around.
