Can't Publish forms

I have designed a custom form. When I try to publish it from Outlook
2003, the options for Tools/Forms/Publish Form and Tools/Forms/Publish
Form As are grayed out and I can't publish them. When I open the same
form on another computer in Outlook 2000, I don't have any problem
publishing it.

Is there something wrong with my installation of Outlook 2003? I can't
figure out how to activate the Publish commands.
