Can't read file - NAV is NOT installed

Office XP/2002 ... Word, PowerPoint and Excel cannot open files. I
have searched and searched on this problem and all seem to point to
NAV, but NAV is not on this system at all, not even in the registry.
Are there any advanced things to try? I have already Repaired Office,
that did not work, then I did the Reinstall Office and that did not
help either.

Never mind, NAV was uninstalled but the files were still and a subdir
.... unregistering the dll fixed it ...

regsvr32 /u "c:\program files\norton antivirus\officeav.dll"

Can anyone explain to me why NAV only hates some people?

I for one have not had any of these problems.

I suspect part of it is due to third-party add-ins that are also
attempting to run when Word starts or when opening files. I've also
wondered if it could also be caused by an invalid Temp folder. In any
event it is due to some type of a conflict and/or NAV is perceiving
communication between the Office apps and a third party as a threat.

I've encountered several of the problems the Office Plug-in creates,
one due to a third-party conflict, another caused by the Office app
attempting to communicate with an embedded object server, but haven't
been able to duplicate the error in opening files either.

Lucky you! We're not trying to be vindictive against Norton, but the Office
Plug-in option in NAV causes massive of problems with Word (and other Office
apps) - though to be fair, it is an extensively used AV product so there
will always be plenty of users to shout when it doesn't work properly! It
isn't just NAV and WinFax Pro from Norton either, there is Adobe
Acrobat/Distiller, ViaVoice, ScanSoft and a host of others that just don't
seem to get how Word works!
