Can't read some chinese mail's title

I had receive some chinese mail that encoded with Chinese Simplied GB2312,
but I can't read there mail's title and sender name, it display "???". And
the mail's content display are no different.
Not all of chinese mails have this problem.

Who can help me?

My software system is below:

Microsoft XP english Home edition and system language setting are Chinese
Simplified GB2312
Microsoft Outlook 2003 English edition
