Cant read Word 2007 in Word 2003 after loading Converter

I am running Windows XP SP3 and Office 2003. I downloaded and tried to
install the Converter so that I can read Office 2007 files. I got the
following message “The Windows Installer Service could not e accessed. This
can occur if you are running Windows I n safe mode, or if the windows
installer is not correctly installed. Contact your support personnel for
assistanceâ€. I believe that I have all the MS Updates. Any advise to
resolve? Tks
