Can't receive email: send/receive group is empty

In accounts setup my email accounts work ok, as well as the providers web
interface, but no accounts are in the Send/receive->Send/receive
settings->define send/receive groups (nothing happens when I navigate
through this sequence). The result? No email. What's happening?

I should add that this is O2003/sp3. I can't find any .srs files.

The SRS file is in the (usually hidden) folder %AppData%\Microsoft\Outlook.
Unless you have configured Windows to allow you to see hidden files and
folders, you won't see it.

Have you tried a new mail profile?

I recently created a new profile at the recommendation of this newsgroup to
solve another problem. As I write this now, I see that the new profile,
which I have been using for a number of months and which was visible this
morning, has disappeared. Now Outlook and the default profile (named
OUTLOOK) is telling me that it isn't set up properly.

Since the mail profile is kept entirely in the registry, only modifying the
registy or removing it with the Mail applet in Control Panel would have
deleted it. Have you performed any registry operations of use a registry
cleaner?
