Can't receive hotmail messages into Outlook

I configured Outlook to work with Hotmail by following the instructions in
Article 287424. I can send Hotmail messages using Outlook but when I receive
mail to the Hotmail address, it is still captured on the Hotmail website. It
does not go into Outlook.
Can I configure Hotmail to automatically send new messages to Outlook,
rather than holding them on my Hotmail website?
