Can't receive mail, but can "send". Says"I don't have permission"

I can't receive e-mails on outlook; however, I can send them. When I try to
click on "send and receive" I get a message that says " You don't have
permission to perform this operation". What are the potental solutions?
Firewall? Thoughts?
