Can't receive or send any mail getting forbidden message

Operating System: Mac OS X 10.5 (Leopard)

How do I make it so that I can get my hotmail account can come through because I keep getting a forbidden message and it quotes.

Error
"HTTP error. Access to the resource is forbidden."
Explanation
"The windows live hotmail folder list could not be received.
account name: "hotmail""

Error: - 18597

Please help me

Error: - 18597

This is probably because the e-mail address you typed in the account dialog
does not exactly match the one the server expects. Since the addresses don't
match, it doesn't allow you to send.

Is this one of the older grandfathered free accounts?
