can't remove Section Break --Continous from document

[Perplexed]

I'm reformatting a document created and edited by two other people. I am
inserting section breaks (next page) so I can have different headers in each
section. There are existing section breaks (continuous). When I delete one,
it changes the previous break from next page to continuous and removes the
header. It repeats each time I move up to delete the previous break that was
just changed until I finally get back to page one with all breaks removed.
Any suggestions? At this point, if I remove them all, I've wasted a whole
morning of work.
