Can't repair or uninstall Outlook 2003

I am having problems with outlook 2003. I try the detect and repair function
and it tells me the file isn't there. It won't update from the office update
website.When I try to uninstall it or install from the cd, I am told the file
is missing, c:\programfiles/officeupdate11\cabs\511486
Does anyone know how to fix the problem?
