Can't restart numbering

I have a paragraph Style that includes numbering. I use it for several
paragraphs, for Steps in a procedure. Then I insert two paragraphs of
other styles, and try to start again from 1. Can't. The "Restart"
option is greyed out in the Numbering dialog box.

Help.
