Can't save changes (comments) in Word2003 SP3

We can easily write comments, and delete them in the word document. They
appear in red-lined bubbles in the right margin. But we can't save them
(include them in the text). We get no error message. We are four employers at
my office that have the same problem, so we will be glad to have a helping
hint.
