Can't save drafts/create folders - various permission messages

Message: "Your changes could not be saved because you don't have permission
to modify some or all of the items in this folder. Do you want to save a
copy of this item in the default folder for the item? (YES / NO)

User is an Administrator on the Windows XP machine & has suffered various
other, similar errors when trying to move messages between folders or create
new folders under INBOX:

Message: "Unable to create the folder. You do not have sufficient
permission to perform this operation on this object. See the folder contact
or your system administrator."

Any ideas?

Forgot to mention - Outlook 2000 & the draft was one he had previously
started & then gone back to, to finish & send. Also, the folders in question
that the user wanted to move, were secondary folders, that the user had
created previously.

Internate Mail Only mode or Corporate/Workgroup mode? What type of account?

E-mail is a corporate account -accesses Exchange Server on LAN / domain -

Your Exchange administrator is in better position to investigate this.

That's the sad part - I am, for all intents and purposes, the Exchange
Administrator, so if you have any ideas where better I could be directed to
figure this out, I'm all ears. the ONLY thing I can think of to do, is
delete his account and start from scratch, but it's such a pain in the butt,
I've been loathe to do it. So if there is anything else it could be, I would
love to be able to figure it out.
