Can't save Format...Text Styles

I open a project with milestones and use Format...Text Styles to change the
background color for Milestones. I save the project and reo-pen it and the
format change is gone.

Need a clue...

What is the name of the view you are in when you make these changes? Could
it be you are editing an enterprise view which is controlled by the
administrator?
