Can't see eps or pdf when importing into MS Publisher 2003

Why doesn't eps appear when I try importing into Publisher?
I've tried exporting it several ways from Illustrator CS, including
saving it as an older version, without success. Doesn't seem to import pdf
either.
"Save preview" is checked in all instances when creating original
file in Illustrator. Brand new install of Publisher, doesn't seem to have any
graphics filters missing.
I need to use a vector-based format for this graphic so it won't
bitmap when going to press. This should be a simple process! What am I doing
wrong?

I can place an EPS file generated from Adobe Illustrator 10 and saved as v8
with an 8 bit preview into a Publisher 2003 without any problems. I don't
think Publisher has any sort of PDF import capabilities. Sorry, but I don't
have Illustratrator CS to test EPS files generated by it.

Thanks for the tip- looks like it's working.
It looks like the vector format has been preserved (not converted to bitmap)
Should I expect any surprises when handing this off to printer?

Make a bitmap from your original file?
Then go to background, import picture (your bitmap) and it covers the whole
page.
Size i use = 22 cm x 30.3 for brochure A4

If you are working with a spot color document, then the spot color names in
the EPS file must EXACTLY match the spot color names in the Publisher
document or it won't separate properly. Publisher will not alert you to
mis-matches between spot color names in the EPS file and spot color names in
the Publisher document. I also think it usually works best if you set the
Publisher document to a spot color mode before you place the EPS file.
Finally if you print a proof to a non-postscript printer the EPS file will
print with the low-resolution tiff preview embedded in the EPS file (just as
it would from any other layout application), but when you print to a
Postscript printer it should print with the vector data in the EPS file.
