Can't See Outlook 2003 (Exchange) Contacts in "Print to Fax" Wizar

We use Outlook 2003+Exchange to manage contacts. Our Outlook Contact folder
DOES NOT APPEAR as an address book in the Fax Wizard, when printing to Fax
from any Microsoft Office application.

The Knowledge Base is either silent on this, it can't be done, or the answer
is incredibly hard to find.

Is there a solution?
