Cant see publicdocument

After I default install projectserver2003,I browse it through PWA.When I
want to open manage-manage
wSS-http://win2k3t:80/sites/MS_ProjectServer_PublicDocuments .PWA tell me I
have not auth to visit this page.However I logon pwa with a domain
administrator(local administrator too)
