Can't see shared calendars in OWA

To enable everyone in the company to view everyone's calendar Default has
been assigned the Reviewer role on the permission tab of each users calendar.
This works perfectly fine in the Outlook client.

But from OWA I am only able to see the shared calendar of one fellow user,
but not the rest. In other words: https://server/exchange/USER1/calendar
shows me the calendar of USER1 but https://server/exchange/USER2/calendar (or
anyone else) gives me HTTP Error 404 (file not found).

Why aren't everyone's calendar published?

Greatful for advise from the community.
