Can't select header or footer after first page

I setup a header and footer on the first page of my document. I then
go to the second page, select View, Header and Footer and nothing
happens. The cursor just sits in the document. When I go to print
layout, only the first page displays header and footer. Any ideas on
why this is happening?

You didn't mention which version of Word you are using, and I have not
been able to replicate the problem as you described it, in Word 2000.
Which settings did you use in your Page Setup? Did you try viewing
the headers and footers from the first page, then selecting "Show
Next"?
