Can't select Use Microsoft Office Word 2003 to edit e-mail message

Running Outlook 2003 and Office 2003, 2003 domain. We have a Group policy
that selects Options/MAil Format/Message format/editor, HTML/Outlook is
selected and enabled only. I have blocked this policy and unselected
'Enforce' at the domain level. I still cannot select the "Use Microsoft
Office Word 2003 to edit e-mail messages", it is greyed out. Any
suggestions? I am told that this has cleared the problem up at one of our
sites in Europe but my test machine still is greyed out.
