Can't Self Sign - "Selfcert was unable to create your certificate"

I don't know what the problem is.
When I execute the Office 2007 tool "Digital certificate for VBA
Projects", it simply fails with the message "Selfcert was unable to
create your certificate"

I started with the problem on MSO 2003, then upgraded to 2007 and the
problem persists.

Selfcert works fine in other user accounts, just not the one I use. Is
there some way to rebuild/repair my user account?

PS this problem is posted a lot and it's been going on for years and
years across multiple releases. It needs fixing. Does anyone know why
selfcert is failing?

Not at all.

Selfcert.exe was installed by MSO 2007 setup, and immediately failed.
It is not a problem with Word. Setup failed.
