Can't send email from some locations while on the road.

Our salesman finds that when he's traveling, he's sometimes not able to send
emails. So far, it has only occured occasionally when he visiting countries
outside the US. But I think that I once had the same problem when trying to
send email from my house here in Dallas. I learned that my ISP (SBC) didn't
allow emails sent to any SMTP server besides their own, until I called their
tech support and requested it. So I'm thinking that he's experiencing the
same issue. It happens at some motels but not at others. So I'm guessing
that it's a policy that varies among ISPs.

He uses Outlook 2003. He Outlook account using POP# and SMTP. "Outgoing
server requires authentication" is checked. (He's able to send from his
home, Starbucks & many motels w/out a problem).

We use the Exchange Server on SBS 2003.

How can I help him to be able to send emails no matter where he's sending
them from?
Is there a way to additionally configure his Outlook Internet mail account?
Would he be able to send email if he used an Outlook Exchange account?
I suppose Outlook Web Access would work for him but for certain reasons, I'd
prefer to find a different way if possible.

Yes he's able to connect to the internet. In fact, he's able to receive his
POP3 email.

Don't use POP. Change to Outlook using RPC over HTTP-that way his outgoing
messages are using your server and its ISP connection/authentication.

I don't think I want to use RPC over HTTP (or OWA) because this sales person
uses multiple POP accounts in the same Outlook profile, so that he can
easily change the account that will appear in the "From" field. (Each POP
account receives emails from a seperate Mailbox account on the Exchange
server.) He may send some emails from (e-mail address removed), and then want to
send others from (e-mail address removed). At the same time, preferes that all the
email that his various accounts RECEIVE, be delivered to him all in one
Inbox.

I'm under the impression that "RPC over HTTP", would require a seperate
Outlook profile for each of those Mailbox accounts. Tell me if I'm wrong.

No it doesn't Require Different Profile.
(Assuming he's only Connecting to 1 Exchange Server and the rest POP3)

The Main Account is the RPC over HTTP
And You can Create Rules if you want mail from Different Accounts to go into
Different Folders.
