Cant send email message - Outlook 2000XP

The outgoing message sits in the outbox and I get the following message when I try to send it
The SMTP server responded with an error. (Account: pop-server.(my internet account extension), SMTP server: 'smtp-server.(my internet account extension), Error Number: 0x800ccc60

Please help. Thanks.
