After I set up the email account and do Test Account Settings, I get an Error
Message: Unable to send test message.

I read on the internet last night that some isp's do not allow you to send
messages from Outlook - you have to Send from their webmail. I think this
has to do with something about blocking the smtp port or something. I'm
surprised at the comments that this is unexpected. Please clarify. I do not
know anything about this kind of thing.
My incoming mail server is pop.peoplepc.com
my outgoing mail server is smtpauth.peoplepc.com
my outgoing mail port is 587
my server does not use authenticaton when logging on

What version of Outlook are you using?
I assume you are using a POP3 mail account?
