Can't send emails in Outlook 2007

For a few days I haven't been able to send emails from Outlook 2007. Error
message is 0x800CCC67 - contacted ISP (Virgin ex NTL), who told me to contact
Belkin (I have a router), who referred me to Microsoft. Followed suggested
fixes but still doesn't work. Went back to ISP who said definitely Microsoft
fault and the error is not one that they support, and the account settings
are definitely correct. I can send and receive through the Virgin webmail.
I've tried adding an account, profile, etc. - still no joy. The full error
reads 421 aamtaout01-winn.ispmail.ntl.com refused from [86.27.222.255]
I have Avast free virus protector, and have disabled, etc.
Nothing I try works - please HELP!! (Have also uninstalled/re-installed
Office 2007)
