can't send exe files in outlook 2002

Can someone please help me with sending exe using outlook 2002. it is not
giving me any errors but will send a failure message back if recipient is
outside my domain. I believe it is something to do with outlook built in
security settings. I also have a folder on Public folders Outlook security
settings 10 for us admins and posted a oft there with level1 attachment and
EXE is in REMOVE and also level2 is in ADD. Am I doing something wrong?

this is on exchange 5.5 and outlook 2002. My registry key is set to 2 in
security and outlooksecuritysettings.
